In this farcical spoof of British colonial policy, Michael Caine stars as Baxter Thwaites, the Governor of the fictional Caribbean British territory, Cascara. His idyllic existence is thrown into chaos when an abandoned oil well strikes mineral water. England wants the island dumped, France want it bombed, America wants it wholesale and Michael Caine wants it on the rocks.
