Kiriya is a cop responsible for patrolling the crime-infested streets of the Kabuki-cho neighborhood of Shinjuku in Tokyo. Continually busting Chinese drug and prostitution gangsters, he comes up against a sadistic Taiwanese criminal running a lucrative business trafficking children's internal organs.
